On February 8, 1866 an anti-cruelty law was created for the humane treatment of animals. It wasn’t until 40 years later that child labors laws were established in 1906. Even thou child laws were established they did not provide protection from other forms of abuse. “Severely abused children would fall under the animal welfare laws as a member of the animal kingdom.” (http://www.childenrichment.org/education/child-abuse-history) In 1974, after increasing the public awareness of the need to ensure the safety and welfare of children led to the first Federal child abuse protection legislation, the Child Abuse Protection and Treatment Act (CAPTA). April was proclaimed the first National Child Abuse Prevention Month on 1983. Since, child abuse and neglect awareness has been promoted across the country on the month of April every year.

She tied a blue ribbon to the antenna of her car as a way to remember her grandson and to alert the community of the tragedy of child abuse. Since then the Blue Ribbon Campaign has expanded across the country and every April many people wear blue to remember those who have died due to child abuse. In some communities there are special fundraisers held to support prevention activities and treatment facilities for victims. The Blue Ribbon campaign focuses on educating individuals on how to better protect children in their lives. Every April almost 50,000 blue ribbons along with other educational materials are being distributed throughout the community.
